During the 1980’s, the world witnessed various types of disasters.
This situation alarmed the United Nations organization, which held various conferences on the issue, leading to the UN declaration of 1989, declaration the 1990’s (1990-1999) as the international decade for natural disaster reduction (IDNDR) which took place in Japan.
The international decade for natural disaster reduction was brought into force to increase awareness of the general public of the need for disaster reduction and to encourage member state to establish agencies to manage disasters.
In respond to this declaration, GHANA formed the National Disaster Management Organization (NADMO) in 1996 backed by an ACT of parliament (ACT 517) to manage disasters and other emergency.
NADMO was then established with Mr. Kofi Portuphy who was a member of the relief committee and instrumental in coordinating the drafting of the Act, as its first National Coordinator in January 1997 to June 2011.

 Policy Objectives of the Department
i. mitigate the impacts of climate variability and change
ii. enhance capacity to mitigate and reduce the impact of natural disasters, risks and vulnerability
iii. promote proactive planning for disaster prevention and mitigation
iv. increase access to adequate, safe, secure and affordable shelter

 Programme Description
KE.E.A NADMO is responsible for disaster prevention and its management in the municipality of which flooding is not exempted.

NADMO seeks to enhance the capacity of society to prevent and manage disasters and improve the livelihood of rural communities through effective disaster management, Social mobilization and employment generation.

The organization mission is to prevent disasters as well as bring relief to disaster victims by mobilizing and coordinating efforts and resources’ of relevant government and non-governmental agencies.
The mission also seeks to strengthen the capacity of community-based organization to manage disasters and to improve their livelihood through social mobilization, employment generation and poverty reduction.
